A Works Authorisation Deed (WAD) is a contract between Transport for NSW (TfNSW) and an external party, typically a developer.
The deed allows the developer to work on State roads, requiring adherence to Transport’s durability standards and minimising impacts on road users and the community during construction.
Through the Deed, Transport provides the developer with the requirements and conditions under which they can do this work.
All major WADs require that a Project Verifier (PV) be utilised to independently review the design, project plans, construction and issue the required WAD certificates (schedule 7 to 11).
The PV will provide input/approval at the following stages:
- Detailed Design – 50%, 80% and IFC;
- Pre Construction – Review and approval of Contractors Project Plans such as QMP, EMP, TMP etc;
- Construction – ITPs, Safety, Quality etc;
- Post DLP.
